THE SUBJUNCTIVE WITH IMPERSONAL EXPRESSIONS
Yet another way to use the subjunctive is to use impersonal expressions in your main clause. Impersonal expressions are generic expressions which contain no real subject. Hence the name "impersonal". The only subject covered by an impersonal expression is "it", as in: It is good that ., it is bad that. . . it is horrible that. . . it is necessary that. . . etc, etc. Impersonal expressions are usually not directed at one particular subject, but can be equally applied to everyone.
Your formula should look something like this:
Impersonal expression + que + subjunctive
